The Business Information Systems and Requirements Directorate administers civil engineer information technology (IT) through data management, IT governance and system configuration. This directorate is responsible for safeguarding and sustaining our civil engineer IT solutions to ensure the Air Force Civil Engineer Center is equipped to deliver the functional capabilities required for mission success. This directorate, made up of three divisions, also provides command action support by managing AFCEC’s workflow processes and corporate infrastructure, overseeing and implementing strategic programs, and delivering mission-critical functions to Tyndall Air Force Base, Florida. Other primary mission capabilities of the directorate include human resources oversight, unit training and unit deployment management, and recognition and civilian development programs for the enterprise. 

Analysis and Requirements Division (CBD)
The Analysis and Requirements Division delivers core expertise for AFCEC in a wide range of programs and heavily relies on mission support personnel located at both headquarters Joint Base San Antonio-Lackland and Tyndall AFB, as well as personnel in each of the AFCEC directorates. The division is responsible for managing AFCEC’s workflow, serving as the centralized hub for internal and external tasks that flow to and from the center's headquarters and directorates. The division administers knowledge management programs to include ensuring compliance with records management, delivering Privacy Act guidance and training, managing all Freedom of Information Act requests within AFCEC, and overseeing the AFCEC Official Mail Center. Personnel from this division are responsible for overseeing critical programs such as the commander’s inspection program, readiness and emergency management activities, ensuring continuity of operations, and providing facility management and help desk functional support to Tyndall AFB. 

The division also delivers manpower support to AFCEC personnel, both military and civilian, by conducting human resource functions, administering unit training and civilian developmental education support, and managing all quarterly, annual, and functional awards within the enterprise. Through the implementation of continuous process improvement and innovation practices, strategic communication, executive assistance support, and corporate development, this division bolsters AFCEC’s business operations and procedures. 

Business Systems Management Division (CBS)
The Business Systems Management Division is responsible for coordinating and implementing the Civil Engineer Enterprise IT Governance process to address operational and functional requirements. This division also implements the CE Enterprise Data Management Program to ensure AFCEC is effectively managing data enterprise-wide. Personnel from this division are responsible for the management of the Air Force Geospatial Information Management System (AFGIMS), the Explosive Ordnance Disposal Information Management System (EODIMS), the AFCEC Administrative Record, the Environmental Resources Program Information Management System (ERPIMS) and the Integrated Information Tool (IIT). The division also is responsible for overseeing and hosting the Air Force CE Portal as well as AFCEC’s SharePoint solutions.

Business Systems Program Development Division (CBP)
The Business Systems Program Development Division is responsible for the administration of Civil Engineer information technology requirements. This includes overseeing AFCEC’s IT portfolio, managing CE IT functional requirements, system configuration and training, and maintaining IT Financial Improvement and Audit Readiness (FIAR) compliance. The division leads the stakeholder engagement necessary to deploy the NexGen IT program and serves as the authorizing official designated representative for CE Control Systems. The division is also responsible for the management of the Automated Readiness Information System (ARIS), Enterprise Environmental, Safety & Occupational Health Management Information System (EESOH-MIS), and Fire and Emergency Services Information Management System (FES-IMS). Additionally, the division supports the development of the CE IT strategy to align with the Department of the Air Force’s strategic intent and posture AFCEC to deliver the functional capabilities and IT solutions necessary to enhance mission readiness.
