More than 60 Air Force installations are reaping savings and the benefits of improved air quality, thanks to the continued use of an online vehicle air emission inspection and compliance system that is estimated to be saving the Air Force over $11.8 million annually. The Air Force Civil Engineer Center launched the Employee-vehicle Certification and Reporting System, or ECARS, in 2013, and has since rolled the software out. ECARS tracks employee compliance with local requirements to ensure employees remain compliant, regardless of which state their vehicles are registered in.

Energy project powers Hill AFB resiliency

The Air Force completed construction of a $42 million project recently that will improve energy efficiency and resiliency at Hill Air Force Base, Utah. AFCEC, in collaboration with the Defense Logistics Agency – Energy (DLA-E), awarded the contract to Energy Systems Group, the energy service company, in April 2018, for upgrades to 258 buildings, totaling six million square feet by incorporating seven energy conservation measure upgrades. The addition of the 3.55-megawatt solar array to an existing 250 kilowatt fixed ground mount system increases the annual energy savings by 5.7 million kilowatt hours.

$32 million energy savings performance contract awarded at Keesler AFB

Keesler Air Force Base will have access to more resilient, efficient and reliable energy thanks to the award of a nearly $32 million energy savings performance contract supporting over 100 facilities and the airfield apron lighting. The Air Force Civil Engineer Center Energy Directorate partnered with Keesler and the Defense Logistics Agency-Energy to award the contract to Noresco, LLC. It supports nearly three million square feet in facility space, in addition to the external and airfield apron lighting. Nearly $70 million in total cost savings will be provided to Keesler over the 22-year financed term of the contract and reduce annual installation energy usage by nearly 16 percent.

Innovative solar panel project first in South Carolina

The 20th Fighter Wing celebrated the completion of Shaw Military Housing’s solar power installation project with a ribbon cutting ceremony, Oct. 22. The project included the installation of 5,865 solar panels in 284 homes, accumulating an approximate 40 percent offset of total annual electrical consumption. A first for military housing in the state of South Carolina, the project solidifies the state as eighth in the nation for installed solar power capacity.

The Air Force Civil Engineer Center Energy Directorate’s Program Development division worked together with Joint Base San Antonio, Texas, and the Defense Logistics Agency-Energy to award an energy savings performance contract valued at nearly $143 million to increase energy resiliency at the Department of Defense’s largest joint base. Ameresco, Inc. has been awarded the contract to support all areas of JBSA and provide more than $285 million in total cost savings over the 22-year financed term of the contract.
