This division supports major commands and installations with the development and execution of renewable energy projects and management of utility procurement contracts. CNR assists installations with the purchase of renewable energy and renewable energy certificates. The division includes the Utility Rates Management Team, made up of engineers and attorneys, who negotiate on behalf of the Air Force to help installations procure utility service at a fair and reasonable price. The URMT also analyzes bases' utility bills to find savings opportunities and represents installations before state utility regulatory bodies. For more information visit the Air Force Renewable Energy page. |

The Program Development Division provides centralized planning, programming and oversight of direct and third-party investments to implement the Facility Energy Capital Investment Plan. CND validates the scope and savings of projects and prioritizes them. The division requests and tracks transfer of funds to carry out capital investment plans, including Sustainment, Restoration and Modernization and Energy Conservation Investment Program dollars. The Program Development page has more information. Consult the Energy Savings Performance Contracts page for information about third-party financing. |

The Utilities Privatization program, as directed by the Office of the Secretary of Defense, involves the conveyance, with a bill of sale in perpetuity, of a utility system (electric, natural gas, water, and wastewater) to a municipal, private, regional, district, or cooperative utility company; and a utility services contract for operations, maintenance, and recapitalization for a period not to exceed 50 years. The UP program allows Air Force active, Guard, and Reserve installation commanders to focus their operations and maintenance activities on core defense missions.
