Doing Business with AFCEC

Business and Military hands installing a solar panel

Headquartered at Joint Base San Antonio-Lackland, Texas, the Air Force Civil Engineer Center is responsible for providing responsive, flexible full-spectrum installation engineering services across the Air Force enterprise. Successful business partnerships are critical to AFCEC meeting its execution mission requirements.

All AFCEC solicitations are listed under "Contracting Opportunities" on website (here), the single government point-of-entry for U.S. federal government procurement opportunities over $25,000.  GSA is merging its current legacy sites into one system ( This transition offers a more efficient way to access all federal award information.

OPTIMIZED Remediation Contracts (ORCs)

ORCs will effectively and efficiently manage the AF Environmental Restoration Program in a performance-based, results-oriented, and cost conscious framework. One significant component will be the incorporation of lessons learned during Performance Based Remediations in the development of ORC performance objectives. ORCs will be firm fixed price contracts and generally cover all known sites at an installation.

Contractors will be incentivized to achieve performance objectives in keeping with the end state of choice as determined by a business case analysis of total life cycle costs with the objective of minimizing future AF liability and cost to the greatest degree feasible. While that end state of choice is generally Response Complete, the milestone signifying that the DoD Component has met the remedial action objectives for a site, documented the determination, and sought regulatory agreement, ORCs will utilize existing site data to inform realistic performance objective selection.

The Clearinghouse Report is a list of projects that have been reviewed and cleared for execution by AFCEC based on mission, matching requirements with the best appropriate contract venue for execution. The most current Clearinghouse Report, as well as report archives, are available here. Do not contact the installations listed as these projects will be managed by AFCEC.

Final decisions on the extent of competition, small business participation, estimated value or any aspect of the procurement action will not be made until each is initiated. The forecast data is for planning purposes only. It does not represent a pre-solicitation synopsis, does not constitute an invitation for bid or request for proposal and is not a commitment by the government to purchase the desired products or services.
