Air Force hosts industry day for Eglin non-excess property development

The Air Force Civil Engineer Center and the 96th Test Wing will host an industry day February 7, 2024, to explore possible development of a mixed-use technology and research park at Eglin Air Force Base, Florida. 

The event is scheduled from 9 a.m. to 3 p.m. Central Time at the Research Engineering and Education Facility, 1350 North Poquito Road, in Shalimar, Florida.  

The Air Force is soliciting private and public interest in the development of a 98-acre parcel of non-excess, underutilized land surrounding the Research Engineering Education Facility at Eglin through the Enhanced Use Lease program. An enhanced use lease is an agreement between the Air Force and private developers or public entities to develop commercial ventures on federally owned land under the control of the Secretary of the Air Force.  

AFCEC posted a draft Request for Lease Proposal, AFCEC-24-R-0001, on January 17, 2024, available at SAM.gov. The deadline for submission of proposals is March 29, 2024, at 5 p.m. Central Time.  

The industry day forum will allow private sector developers, public entities, and the surrounding community to learn more about the Air Force’s Enhanced Use Lease program and the Eglin west side development.  

The lease opportunity will be competed through a Federal Acquisition Regulation-like source selection process. The Air Force must receive equal or above the fair market value of lease payments and in-kind consideration in exchange for a lease. Eglin AFB prefers lease payments for all or part of the 98-acre parcel.  

Under the EUL program, the Air Force has completed projects with developers, including hotels, business parks, solar photovoltaic arrays, a sports complex, water reclamation facilities, and commercial mixed-use developments.
