AF negotiating lease with Goldsboro for multi-sports facility at Seymour-Johnson AFB Published June 1, 2015 By Air Force Civil Engineer Center Public Affairs JOINT BASE SAN ANTONIO-LACKLAND, Texas -- The U.S. Air Force is in negotiations with the City of Goldsboro, North Carolina, to lease a 62-acre parcel of land at nearby Seymour-Johnson AFB to develop a multi-sports facility. The property would be leased through the Air Force's Enhanced Use Lease, or EUL, program. EULs are long-term agreements between the Air Force and public entities or private developers to lease non-excess Air Force property in exchange for cash or in-kind consideration. EULs cover a broad range of projects, from renewable and conventional energy development, to commercial use of real estate. The project, a collaborative effort between the installation, the Air Force Community Partnership Program office and the Air Force Civil Engineer Center, optimizes property value and is compatible with the base's mission, said Robert Moriarty, director of AFCEC's Installations Directorate. "This project is an example of how collaboration and a business-minded approach yield opportunity," Moriarty said. The final lease documents will be signed once lease term negotiations and environmental requirements are complete. The Air Force Civil Engineer Center's Installations Directorate acquires, manages and disposes of Air Force-controlled real property worldwide. To date, AFCEC has closed over $302 million in value-based leases.
