New civil engineer FOA

JOINT BASE SAN ANTONIO-LACKLAND, Texas -- Maj. Gen. Timothy Byers, The Air Force Civil Engineer, and Joe Sciabica, first director of the Air Force Civil Engineer Center, watch as the flag for the newly established field operating agency is unfurled during a standup ceremony Oct. 1 in Hangar 1610 here. The newly formed FOA, a subordinate to the Air Force Civil Engineer, merges the Air Force Center for Engineering and the Environment and Air Force Real Property Agency, both based in San Antonio, with the Air Force Civil Engineer Support Agency at Tyndall Air Force Base, Fla., to form a more than 1,600-person strong unit.
