JOINT BASE SAN ANTONIO-LACKLAND, Texas -- Maj. Gen. Timothy Byers, The Air Force Civil Engineer, hands the unit flag for the Air Force Civil Engineer Center to Joe Sciabica, first director of the newly established field operating agency during a standup ceremony Oct. 1 in Hangar 1610 here.
