The central heat plant at F.E. Warren Air Force Base, Wyoming, built in 1981, was suffering more than 50-percent energy losses due to age and deteriorating distribution lines. The base used the Energy Conservation Investment Program to fund a decentralization project that included fitting 85 base facilities with their own natural gas boiler, saving $740,000 per year in energy costs.
