Operations Directorate

The AFCEC’s Operations Directorate, or CO, provides technical, managerial and training expertise to help Air Force civil engineers accomplish their mission better, faster and more cost effectively. 

Mission: The Operations Directorate of the Air Force Civil Engineer Center, a primary subordinate unit of the Air Force Installation and Mission Support Center, provides direct and responsive technical, managerial, and training expertise to the Air Force civil engineering community with emphasis on operations and maintenance of the built environment.

Organization: The Operations Directorate, located at Tyndall Air Force Base, Florida, consists of five divisions:

  • Asset Visibility
  • Civil Engineer Maintenance, Inspection, and Repair Team (CEMIRT)
  • Engineer
  • Force Development
  • Operations Maintenance

Asset Visibility Division

The Asset Visibility Division provides worldwide Airfield Pavement Evaluation support across the Department of the Air Force and Department of War, enhancing global warfighting missions by providing:

  • Timely and accurate evaluations
  • Technical consultations, equipment and software for airfield pavement management, design and construction
  • Support for contingency airfield pavement evaluation courses that sharpen theater and expeditionary engineer skills
  • Enterprise-wide asset management implementation through standardized data collection and analysis

Operations Maintenance Division

The Operations Maintenance Division is responsible for rightsizing the preventive maintenance program and standardizing operations flight work task priorities to ensure Air Force critical infrastructure remains functional. Additionally, the division is responsible for:

  • The enterprise’s operational technology cybersecurity
  • Ensuring installations have the Authority to Operate and identified Plan of Action & Milestones to reduce risk
  • Strategic sourcing analysis to improve acquisition  of commodities and services
  • Identifying and recommending state-of-the-art technology, tools, vehicles and training to optimize civil engineering operations

Engineer Division

The Engineer Division provides facilities, infrastructure systems and pest management subject matter expert technical guidance and consultation to combatant and major commands. Core functions include:

  • Creating, interpreting and applying standards for design, construction, operations and maintenance
  • Representing the Air Force on tri-service Unified Facilities Criteria Publications Groups
  • Conducting research and development to advance engineering practices to the field
  • Supporting the Cost Estimating Improvement Program to increase accuracy in project funding and reduce reprogramming needs

Civil Engineer Maintenance, Inspection and Repair Team (CEMIRT)

Operating from Tyndall Air Force Base, Florida, and Travis Air Force Base, California, the division provides Air Force-wide support for:

  • Maintenance, inspection and repair of electrical distribution and power generation systems
  • Aircraft arresting systems
  • Heating, ventilating and air conditioning systems
  • Mobile team deployment for contingency operations and natural disaster responses
  • Department of the Air Force Aircraft Arresting Systems Program Management
  • Depot maintenance execution

Force Development

In coordination with HAF/A4C, the Force Development Division manages the career field and skills development for 10 Operations and Engineering Flight AFSCs to meet home station and deployed missions in accordance with AFI 36-2689. The division:

  • Develops Career Field Education and Training Plans that encompass life cycle training for approximately 25,000 Total Force Engineers
  • Provides 24/7 myLearning and myTraining support for Civil Engineer web-based training courses, Air Force Qualification Training Package
  • Contributes to “Developing Exceptional Leaders” outlined in the CE Human Capital Roadmap, and ensures Civil Engineer compliance with the Federal Buildings Personnel Training Act 2010
  • Oversees Civil Engineer Vendor Provided Training programs that deliver 3E0-3E6 Airmen (military/civilian) relevant technical skills, direct from the manufacturer
