AFCEC’s enterprise procurement simplifies contract tools to support AF mission

During a time when Air Force resources are stretched thin, AFCEC's enterprise procurement is working hard to ensure acquisition tools and strategic sourcing opportunities are easily available to help installations support their mission needs.

As part of the planning and integration directorate, the enterprise procurement division, or CPE, works in concert with the Air Force Installation Contracting Agency to assist installation clients understand different acquisition strategies, pricing arrangements under existing contracts and tools and templates to complete the necessary packages.

"CPE is able to assist our clients in evaluating the scope of the services they need and matching the scope to existing programs and contract vehicles to get them the help they need," said Dennis Guadarrama, enterprise procurement division chief.  "With our tools and advice, we can steer them through the acquisition process and save them time and money."

The type and number of contractual programs available vary frequently.  They have global reach and offer a range of service capabilities such architect and engineer services for traditional design and inspection, investigatory services in support of environmental programs, construction for sustainment, restoration and modernization, or SRM, and military construction projects, and advisory and assistance support.

"We can put contracting programs at customers' fingertips and provide templates for requirements packages tailored to their needs," said Brenda Roesch, CPE requirements development branch chief. "Once the correct tool is selected to meet their requirements and timelines, we then assist in determining the best acquisition strategy, including execution agent and pricing."

Below is a list of some of the larger AFCEC contract vehicles available with contract ceiling and a scope synopsis.  A few new programs, still in the acquisition process, are included with the projected award date noted.

GEITA 11 ($950 million) Advisory and Assistance Services (A&AS) (no decentralized ordering) - Global A&AS services (on or offsite) and associated deliverables to support engineering missions at all Air Force installations, major commands, AFCEC and other customers. 

RESS 2011($40 million) Real Estate Support Services Advisory and Assistance - Real estate A&AS in support of value based transactions, enhanced use lease, military housing privatization initiatives and other real estate and privatization efforts at Air Force installations. RESS includes private sector financial, legal, real estate investment and development expertise, and litigation-related support, as required to support real estate efforts.

4PAE08 ($3 billion) Worldwide Planning, Programming and Design (only available for select projects; not available for new requirements) -- Architect-engineer services to include Title I, Title II and other AE services to administer, coordinate and technically support environmental, military construction ,military family housing , and facility sustainment, restoration, and modernization programs of interest to the government worldwide.

AE/DCS and AE/ES ($950 million) (new AE programs w/ projected awards in May 2015) -- Title I, Title II, and other AE services to administer, coordinate and technically support environmental, military construction, military family housing, and facility sustainment, restoration, and modernization programs of interest to the government worldwide.

ISEAS ($40 million) Independent Systems Engineering and Acquisition Support --  Exclusively highest-end expertise from corporately autonomous, independent, non-profit institutions which are immediately recognized by, and credible with regulators, leaders and top operators in the field as unbiased and totally objective.  Conflict-free A&AS program involving high-end expertise for current and emerging AFCEC and Air Force activities.  Also included are any new activities or programs under the established functional areas such as strategic evaluation and planning, industry oversight, emerging issues and contaminants, technical evaluation and transfer, program integration and acquisition.

SATOC ($10 billion) Sustainment, Restoration & Modernization (SRM) Acquisition Task Order Contract -- Full range of expertise to support all construction methods and construction activities.

AFCAP III ($10 billion) Air Force Contract Augmentation Program (no decentralized ordering) -- Full range of contracted services, commodities purchases, and construction activities necessary to augment or replace military troops in operating, maintaining, repairing, and constructing facilities and infrastructure in contingency settings.

AFCAP IV ($5 billion) (new program with projected award May 2015) (no decentralized ordering) -- Full range of contracted services, commodities purchases, and construction activities necessary to augment or replace military troops in operating, maintaining, repairing, and constructing facilities and infrastructure in contingency settings.

ESC USAFE ($48 million) Environmental Services and Construction (new program with projected award March 2015)  -- Environmental operations and services, and environmental remediation construction, in Europe only, necessary to meet Air Force  and Air Force Civil Engineering Center  customer requirements.
Environmental Services BPA($98 million) (no decentralized ordering) -- Environmental services efforts to address environmental sites or conditions at Air Force installations and other locations in accordance with technical and regulatory requirements, and a limited range of construction and ancillary services as required in support of those.

WE&C ($950 million) (new program with projected award Dec 2016) Worldwide Engineering and Construction -- Design and construct new facilities, infrastructure, repair, renovate, and restore existing facilities and infrastructure.  The project locations will be primarily outside the 48 contiguous United States, remote or austere sites and high risk or contingency sites.

RE&C ($930 million) (new program with projected award May - Dec 2016) Regional Engineering and Construction -- Design and construct new facilities, infrastructure, repair, renovate, and restore existing facilities and infrastructure.  The project locations will be primarily in three regions in the 48 contiguous United States described as East, Central and West regions.
