Serves as the Air Force Functional Center of Expertise for EOD and is responsible for organizing, training and equipping 1,900 Total Force EOD Airmen at 84 locations worldwide. It also provides subject matter expertise, guidance and EOD program management to meet service and Department of Defense objectives, and manages demolition munitions for 17 career fields, service support to Joint EOD Very Important Person Protective Support Activity, force development, modernization efforts for a $1 billion portfolio, $300 million, 5-year program for procurement of centrally procured assets, and EOD-specific operational and technical non-directive publications.

Manages and oversees the DAF Emergency Management Program execution for 225 installation emergency management programs and the organizing, training, and equipping coordination for more than 1,600 total force emergency management Airmen. The division includes the Air Force EM and chemical, biological, radiological and nuclear, or CBRN, passive defense program subject matter expert.  Management oversight areas include emergency management plans and tactics, techniques and procedures; education and training; equipment acquisition, modernization and sustainment; and program operations support including CBRN-related intelligence analysis, data analysis, knowledge management and integration initiatives. The division develops comprehensive products and provides support for EM flight plans, education and training, equipment acquisition, and sustainment.  In addition, the division provides technical and operational guidance and reach-back support.

Establishes technical guidance for fire and emergency services operations, fire prevention, and command and control. The division develops training curriculum and designs tactics, techniques and procedures for Department of the Air Force firefighters. The division also provides direction and input for manpower, centrally procures firefighting equipment and vehicles, develops training courses, and manages the certification program used by all Department of Defense firefighters and other emergency responders.

Develops total force posturing and wartime planning guidance, as well as relevant training products to ensure Air Force Prime Base Engineer Emergency Force and RED HORSE personnel possess the capabilities to execute global expeditionary engineering contingency missions. The division serves as the focal point for expeditionary engineering operational and tactical functional issues and concerns, and assists in civil engineering research, development, and acquisition processes. The division also oversees the distribution of newly fielded equipment and specialized systems.

​Provides Air Force representation within the Department of Defense EOD Technology and Training program. The division develops and approves Joint EOD specialized tools, equipment, procedures, and technical data for EOD use. It also ensures a comprehensive library of effective, verified EOD procedures by monitoring weapon systems development and supporting exploitation of explosive ordnance and devices; establishes, defines, and prioritizes capability gaps and requirements for Joint EOD science, technology and research development test and evaluation solutions; maintains liaison with DOD and non-DOD agencies to exchange information on technologies applicable to the development of EOD tools, equipment or procedures; collects field reports on EOD capability and information gaps, publication change requests and requests for information; disseminates EOD operational and safety messages, technical data and intelligence information; and manages fielded Joint EOD equipment to support configuration management and continuous improvement programs.

Supports all phases of the Air Force civil engineer requirements development in accordance with Air Force Policy Directive 10-6, Capability Requirements Development for the civil engineer enterprise and including studies and analysis. The division also performs and executes civil engineer innovation, research, and development to include prototypes and COTs modification and/or validation. Plans and executes programs for acquiring systems, equipment and technology to fulfill civil engineering needs for in-garrison, expeditionary, and contingency installations or operations.
