Brenda Roesch serves as the Acting Director, Installations Directorate, Air Force Civil Engineer Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Joint Base San Antonio-Lackland, Texas. The Directorate manages and executes strategic real estate transactions and implements the execution of planning programs in shaping the foundation and strategy for built and natural infrastructure assets preserving mission capabilities at installations worldwide. It also serves the program execution office for the Air Force Housing Privatization, Government Owned Housing, Dormitories, and Utilities Privatization programs. The responsibilities include executing the Deputy Assistant Secretary of the Air Force for Installations’ land and facilities policies through real estate transactions, long-term property management and environmental remediation, and property disposal for bases closed or realigned under the Base Closure and Realignment Acts of 1988, 1990 and 2005. The agency also assists communities in the conversion of closing and realigned bases from military to civilian use and ensures property at these Air Force installations is made available for reuse. The directorate is located in San Antonio with a regional operating location in Sacramento, California.
Ms. Roesch entered the Air Force as a civil servant in 1996 at Travis Air Force Base, California as Base Planner upon graduating from California Polytechnic University. She moved to the Air Force Center for Environmental Excellence, San Antonio, TX. Upon receiving her Masters Business Administration Degree from University of Texas San Antonio, she worked Military Construction projects. She helped stand up Air Force Housing Privatization as Portfolio Manager while supporting Enhanced Use Leasing and BRAC programs. Later she became Chief of Environmental Restoration Reporting and Analysis, with an annual budget of $480 million+. She then became Environmental Deputy Director for the Air Force Civil Engineer Center with an annual budget of $1 billion+. In 2015, she served as 502d CEG Director of the largest Joint Base in the Air Force managing 1,200+ personnel, providing $4.5 billion year of civil engineering support to 266 mission partners, 21 wing equivalents, 80,000 full-time employees, 250,000 retirees, 50,000 acres across 11 geographically separated locations. In 2019, she served as the DAF Facilities Sustainment and Recapitalization Enterprise Manager at Air Force Installation and Mission Support Center managing the Air Force Total Force infrastructure portfolio spanning 80+ installations with a $6 billion+ annual budget impacting personnel across the USAF, USSF, ANG, and AFR.
