Jeffrey Domm, a member of the Senior Executive Service, is the Executive Director, Air Force Civil Engineer Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Joint Base San Antonio-Lackland, Texas. As AFCEC Executive Director, he assists the commander in leading a 2,200-person organization, responsible for providing responsive, flexible, full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management and oversight, energy support, environmental compliance and restoration, and readiness and emergency management.
AFCEC conducts its operations at more than 72 locations worldwide. Domm also assists in overseeing the execution of a more than $3 billion annual operational budget, delivery of the $3 billion annual Military Construction Program and management of the $13 billion military housing portfolio.
Prior to his current assignment as the AFCEC Executive Director, he was Director of the Installations Directorate, Air Force Civil Engineer Center, Joint Base San Antonio-Lackland, Texas. The Installations Directorate managed the strategic acquisition, management and disposal of Air Force real property. He oversaw the program execution office for the Air Force Housing Privatization, Government Owned Housing, Dormitories and Utilities Privatization programs. His responsibilities included executing the Executive
Assistant Secretary of the Air Force for Installations’ land and facilities policies through real estate transactions, long-term property management and environmental remediation and property disposal for bases closed or realigned under the Base Closure and Realignment Acts of 1988, 1990 and 2005. The agency also assisted communities in the conversion of closing and realigned bases from military to civilian use and ensured property at these Air Force installations is made available for reuse. The directorate is headquartered in San Antonio with a regional operating location in Sacramento, California.
Domm began his Air Force career in 1991 at Grand Forks Air Force Base as Chief of the Environmental Restoration Division. He held the positions of Environmental Flight Chief and Executive Base Civil Engineer prior to serving at Headquarters U.S. Air Force as both program manager and branch chief in the Environmental Division. He attended the Industrial College of the Armed Forces at the National Defense University where he earned a Master of Science in National Resource Strategy.
