Highlighting Leadership in Energy Efficiency

Mike Ringenberg, the Energy Savings Performance Contract (ESPC) and Utility Energy Service Contract (UESC) program manager at the Air Force Civil Engineering Center's energy directorate, has been honored with the Federal Performance Contracting Coalition (FPCC) Excellence in Agency Mission Impact Award. This award recognizes his outstanding achievements in enhancing resiliency, sustainability, operational efficiency, and strategic readiness at U.S. Air Force installations through innovative performance contracting initiatives.

Mike Ringenberg's efforts have been pivotal in driving the Air Force’s energy goals forward. Since October 2023, the AFCEC/CNE branch has released six Notices of Opportunities (NoOs) for executing ESPCs. These projects aim to improve energy conservation and resiliency across various Air Force bases.

Key Projects Include:

  • Maxwell Air Force Base (AFB), Joint Base Elmendorf Richardson (JBER), and Creech AFB:
    • Focused on conservation measures and exploring resiliency initiatives along with renewable energy opportunities.
  • Hill AFB:
    • Supporting Air Force Air Logistics Centers (ALC), which are heavy energy consumers crucial to the Air Force’s flight mission.
  • Minneapolis St. Paul Air Reserve Station:
    • First project at an Air Force Reserve location, utilizing a streamlined methodology for quicker execution of smaller, less complex projects.
  • Aviano Air Base, Italy:
    • The first of several projects in Europe, with additional opportunities in development in the United Kingdom.

Ringenberg's innovative use of performance contracting initiatives, such as ESPC ESA, has played a significant role in advancing the Air Force's mission. These initiatives not only improve energy efficiency but also enhance the overall strategic readiness of the installations.
