AF selects developer for industrial project at Joint Base Charleston

The U.S. Air Force is in negotiations with Charleston Area 2000 LLC, for an industrial-based development proposed for a 30-acre parcel of land at Joint Base Charleston, South Carolina.

The property would be leased through the Air Force's Enhanced Use Lease, or EUL, program. EULs are long-term agreements between the Air Force and public entities or private developers to lease non-excess Air Force property in exchange for cash or in-kind consideration. EULs cover a broad range of projects, from renewable and conventional energy development, to commercial use of real estate.

An opportunity assessment performed by the Air Force Civil Engineer Center, or AFCEC, in January 2014 identified aviation-related, light-industrial developments as the property's highest potential value and usage, said Dave Funk, EUL program chief.

"We've got a valuable piece of property that is currently underutilized," Funk said. "We've determined that there's no mission impact in allowing a developer to come in and put the parcel of land to commercial use; it's a good opportunity for industry and it generates value for the installation."

The final lease document will be signed once lease term negotiations and environmental requirements are complete.

The Air Force Civil Engineer Center's Installations Directorate acquires, manages and disposes of Air Force-controlled real property worldwide. To date, AFCEC has closed over $302 million in value-based leases.
